An 80-minute head start on a flood in downtown Cascais
Past floods in downtown Cascais caused thousands of euros in damage. This time, the system alerted Civil Protection and local merchants 1 hour and 20 minutes before the water arrived.

The challenge
Downtown Cascais is a busy tourist area, popular for its sea views, restaurants, bars and local shops. Floods here have caused thousands of euros in damage in the past.
How can preventive measures be triggered, and citizens and merchants warned, before a flood arrives?
What we deployed
A sensor network that monitors water levels upstream and flooding in the downtown area, so a rise upstream can be read as a warning of what is about to reach the most exposed low-lying points. This gives emergency services a head start to deploy flood barriers and extraction pumps, and to unclog drainage grates that could otherwise make the damage worse.
What changed
In February 2026, the system issued an alert 1 hour and 20 minutes before the flood reached the area. A second alert, one hour later, confirmed the flood was imminent and reinforced the preventive actions of everyone involved: the Municipal Civil Protection Service and local merchants.
- Prevention through anticipation
- Operational efficiency
- Damage mitigation
Why it matters
For a shop, the difference between minutes and more than an hour of warning is the difference between watching water come through the door and having time to lift stock, protect entrances and move cars. For Civil Protection, it is time to close streets and position teams before tourists and residents are caught in the water.
- Stock and equipment lost to the water
- Visitors and residents caught in flooded streets
- Thousands of euros in repeat damage
